When the lab coat outranks the podium: a new study on who actually moves Americans to act
A PNAS study finds scientists and fellow citizens out-persuade government and industry leaders on action in environmental, health and technology crises, a quiet reshuffle of who holds epistemic authority in the United States.

On 13 July 2026, a study in the Proceedings of the National Academy of Sciences delivered a quiet rebuke to the country's official communicators. When Americans are asked to act on environmental, health and technological crises, the voices that actually move them are scientists and ordinary citizens, not government officials or industry executives, who consistently rank at the bottom of the persuasive league table.
The finding lands at an awkward moment. Federal agencies have spent the better part of two years fighting legal battles over how they communicate risk, from vaccine guidance to extreme-weather alerts, while corporate PR operations have poured budgets into "trusted messenger" campaigns that explicitly try to mimic the cadence of local voices. PNAS has now produced a head-to-head measurement, and the messengers industry paid for are the ones audiences trust least.
The four-way contest
The researchers, led by a team at the University of Wisconsin–Madison, ran a series of pre-registered survey experiments in which the same crisis message, on topics from air quality to data privacy, was attributed in turn to four kinds of speaker: a government agency, a company in the affected industry, an independent scientist, and a member of the public describing their own behaviour. The dependent variable was not whether respondents found the message believable in the abstract, but whether they said they would change their own conduct as a result.
Across every domain tested, scientist and citizen messengers out-performed official and corporate ones by meaningful margins, according to the PNAS paper summarised by Medical Xpress on 13 July. The effect was largest where the public had the most reason to be sceptical of official channels: health guidance issued during contested regulatory moments, and environmental risk warnings issued in communities with long memories of industrial pollution. The corporate messenger was the single weakest performer in three of the four domains.
What the official apparatus still does well
That is not the whole story, and the paper's authors are careful not to make it one. Government and industry spokespeople retain advantages that the survey design did not erase. They can set the regulatory floor. They can compel disclosure. They can write the rule that requires a chemical to be reported in the first place. Persuasion, in other words, is one instrument in a kit that includes money, law and the capacity to act on a national scale, and the Wisconsin team is explicit that their results speak only to the first of those.
A second caveat is structural. Persuasion is unevenly distributed. The same survey instruments show sharp partisan and demographic gradients in baseline trust, which means a "scientist messenger" persuades very differently in a college-educated urban district than in a rural one with a long, well-documented history of being talked down to by federal agencies. The headline finding holds on average; the variance around it is the part that local public-health officials and newsrooms actually have to manage.
A media economy that already knew this
The result converges with what working journalists and platform editors say they see in the traffic data. Quotes from named, credentialed researchers outperform quotes from titled officials in click-through and completion metrics on every major platform Monexus could check, and first-person accounts from affected residents dominate comment sections in a way that the institutional press release has not matched in over a decade. The PNAS study gives that editorial folk-wisdom a peer-reviewed floor.
It also sharpens a question the news business has been ducking. If the most trusted messengers are scientists and citizens, and the most resourced messengers are agencies and corporations, then the public sphere is being asked to perform a translation between two authority structures that do not share a common language. Local newsrooms, public-radio stations and independent explainer outlets have been doing that translation for years, mostly without budget recognition. The new evidence suggests they are not optional connective tissue; they are the load-bearing part of the structure.
What the trust ladder implies next
The practical implications travel in two directions. For federal communicators, the study is an argument for honest brokerage rather than branded campaigning: the official voice earns the response it gets because it chose the broadcast register over the conversational one, and the data show that choice costs it. For corporate communications, the same evidence makes the existing "community ambassador" programmes look more like a coping mechanism than a strategy, and raises the question of whether the better long-run investment is a credible independent expert on retainer rather than a third cycle of polished social content.
The contested ground is the middle: who pays for the scientist, and who selects the citizen. Peer-reviewed findings do not arrive with their own funding, and the citizens who move public opinion are themselves shaped by the editorial choices of news outlets, podcast networks and algorithmic feeds. The PNAS study measures who is trusted when they speak. It does not yet measure who gets the microphone in the first place. That second question is the one that will determine whether the trust gradient the researchers uncovered becomes a durable feature of American public life, or another finding filed and forgotten.
