When the lab coat outshouts the podium: who Americans actually trust in a crisis
A new PNAS study finds that scientists and ordinary citizens move Americans to act on environmental, health and technology threats more reliably than government or industry leaders, a finding that puts institutional messaging on the back foot.

If scientists move publics more than ministers do, the reason may be that decades of politicised government communication on issues from vaccines to climate to artificial-intelligence safety have trained audiences to discount official framing by default. The messenger advantage is, in part, a scar from previous credibility losses.
The counter-narrative: why officials still think they lead
Government and industry communicators will object, with some justification, that the experiment measured stated intentions, not enacted behaviour. Saying you will act is not the same as acting. Officials from federal agencies have spent the past five years pointing to measurable outcomes: vaccination uptake in targeted campaigns, household adoption of heat pumps, the steady rise of generative-AI safety disclosures. The PNAS sample cannot capture those downstream effects.
Industry voices will add a second objection. Public-facing research is itself a profession with a brand: universities, journals, embargoed press releases. To a Dow Chemical communications director or an Alphabet policy lead, the "scientist" category is a managed persona no less curated than a corporate spokesperson. The differential the study records may be the reward of two centuries of institutional brand-building, not a verdict on who is more truthful.
Both objections are defensible. Neither cancels the central finding. Even granting the limits of self-report, the relative ordering of messenger effectiveness is hard to explain away.
The structural shift: from podium to peer
The deeper story is a quiet transfer of authority. The standard twentieth-century model placed the federal agency, the trade association, or the Fortune 500 CEO at the top of the information pyramid, with the press and the public as recipients. The 2010s and 2020s fractured that arrangement. State-level officials in Florida and California issued contradictory health guidance. Energy majors rebranded their net-zero pledges faster than their accounting could verify. Into the vacuum moved the working researcher, the local doctor, the visibly ordinary neighbour. The shift accelerated during the COVID-19 vaccination campaign, when primary-care providers and community pharmacists outperformed federal press conferences on the ground. The PNAS finding is less a surprise than a formal measurement of a transition that has been visible for years.
Two structural features explain the durability of the pattern. First, the cost of fabricating a working scientist is high: a track record of publications, institutional affiliation, peer scrutiny. The cost of fabricating a government or industry spokesperson is low, and history suggests the incentive to do so is constant. Second, visible peer behaviour is self-reinforcing. When a reader sees that 71% of their fellow respondents agree a hazard is real, the social cost of dissent rises. Top-down spokespeople cannot manufacture that dynamic. They can only hope to ride it.
What is at stake before 2028
The political implications are concrete. On environmental policy, the EPA's rule-making pipeline now runs against a public that has learned to discount its press releases. State attorneys general are responding by recruiting independent academic panels to validate emissions and consumer-product findings, a procedure that slows the docket but raises the survival rate of the rules in court. On artificial intelligence, where federal standards remain fragmented, individual researchers at universities and at laboratories inside large firms are increasingly the names that move legislative staff. On health, the long collapse of the CDC's standing in conservative-leaning states has handed the messenger role to local hospital systems and to specialty societies, with measurable effects on seasonal vaccination.
For industry the calculus is grimmer. The companies that learned to navigate the new terrain early, by funding credible independent research and granting their own scientists public-facing latitude, are now insulated from the messenger penalty that still haunts their peers. The companies that continued to centralise messaging through corporate affairs teams are paying for it in slower product approvals and in litigation they previously expected to win.
The study does not settle who should lead public reasoning on contested science. It does settle a narrower and more useful question: who does lead, and by how much. The answer, in 2026, is the working researcher and the next-door neighbour. The podium is not silent. It is just quieter than it was.
