Dutch manure glut becomes a money problem: how EU nitrogen rules collided with fertiliser markets
The Netherlands is sitting on a manure surplus it can no longer spread. With nitrogen rules tightening and nitrogen-fertiliser prices swinging, the country is quietly working out whether waste is the next commodity.

On a flat, slate-grey morning outside a livestock cooperative in the eastern Netherlands, a holding tank the size of a small swimming pool is being pumped down for the third time this month. The destination is not a nearby field. It is a processing facility, a barge terminal, or, increasingly, a customer in a country where nitrogen fertiliser costs have gone haywire. A problem the country spent decades trying to hide is now the most expensive smell in European agriculture.

The smell of money
Dutch farms produce somewhere in the order of 70-80 million tonnes of manure a year, an output that long outran the land available to absorb it under the European Union's nitrate and ammonia rules. For years the system worked because much of the surplus was exported, often processed into pellets and shipped to neighbouring countries with their own nitrogen deficits. The New York Times reported on 13 July 2026 that the country has been wrestling for years with what to do with manure it can no longer use thanks to environmental rules, and that volatile fertiliser costs may finally make the answer economic rather than ecological.
The pressure has only mounted. The Dutch nitrogen crisis, in which the country's top court forced the government to cut emissions from agriculture, industry and transport, has not been resolved; it has merely been postponed. Provincial buy-out schemes for livestock farms have moved more slowly than planned. Meanwhile, the cost of synthetic nitrogen fertiliser has swung with European natural-gas prices and with the sanctions-tinged reshuffling of supply from Russia and Belarus. When urea and ammonium nitrate prices spike, manure stops being a nuisance and starts being an input.
A market nobody quite built
Processing capacity is the bottleneck. Manure is heavy, wet, mostly water, and only a fraction of it is the nitrogen, phosphorus and potassium that plants actually need. Stripping water out, separating the minerals, and turning the rest into something a farmer or a chemical plant can use takes energy, capital, and a permitting regime that treats the output as a product rather than a waste. The Dutch government has earmarked subsidy rounds for precisely this kind of processing, but the projects that have cleared permitting are fewer than ministers hoped.
The result is a quiet two-tier market. Tier one is the legal trade: processed pellets, dried poultry manure, and digestate from anaerobic plants moving by barge to Germany, France and Belgium under nutrient-management agreements. Tier two is the grey economy of over-application, illegal spreading at night, and the kind of bookkeeping that gets exposed every few years in regional audits. When global fertiliser prices rise, the gap between those tiers narrows. When they fall, enforcement does most of the work.
There is a third tier the Dutch have barely begun to exploit: the energy value. Manure can be anaerobically digested to produce biogas, which can be upgraded to grid-quality biomethane. Under the right carbon accounting, that biomethane displaces fossil natural gas in industrial heating, in greenhouses, and in heavy transport. Each pathway competes for the same raw input. The allocation question, who gets the manure and at what price, is now a national planning issue, not a barn-level one.
What the rest of Europe is doing
The Dutch dilemma is not unique, but the Dutch intensity is. Belgium's Flanders region, lower Saxony in Germany, and parts of Brittany face similar nitrate pressures, with the same combination of high livestock density and constrained land. The European Commission's Habitats and Nitrates directives do not distinguish between member states in their targets, only in their starting points. Countries with shallow soils and long coastlines, where nitrogen leaches quickly into waterways, have fewer easy options than countries with deep, retentive soils further inland.
The policy response is converging. Several member states are now blending subsidies for low-emission housing, manure processing, and on-farm nutrient recovery into single application windows. France has been more aggressive than the Netherlands on storage requirements; Denmark is further along on biogas integration. The Netherlands, with the largest absolute volume of manure and the most binding court-ordered nitrogen ceiling, has the most to gain from a working internal market for processed manure products. It also has the most to lose from getting it wrong, because the political cost of another water-quality scandal is high.
The stakes, in tonnes and euros
The arithmetic is unforgiving. If Dutch farms are to meet the nitrogen ceilings set by their own court rulings, somewhere between a quarter and a third of the country's livestock will have to exit, be bought out, or convert to systems that produce dramatically less manure per unit of output. The buy-out schemes are voluntary but tightly budgeted; conversions are slow. Processed-manure export is the third leg of the stool, and its ceiling is set by how much capacity the country can actually build in the next three to five years.
The payoff, if the country pulls it off, is a new export category in an area where the Netherlands has run out of geographic room. The risk, if it does not, is a slow drift toward a patchwork of enforcement, with regional authorities, the European Commission, and the Dutch courts all pulling in different directions. Farmers want clarity; processors want throughput; neighbours want cleaner water. The smell, in either case, is not going away.
