Ten European capitals sign up to a missile shield built around Ukraine

Industrial output, not political signatures, will be the test of whether this coalition is a real capability or a flag-planting exercise. The sharper counter-read is also worth naming. Sceptics will argue that an EU-led programme duplicating NATO capabilities simply adds procurement friction at the worst possible moment. They may be partly right on the calendar. But the supporters' reply, embedded in Zelensky's own wording, is that NATO's existing architecture has not produced enough interceptors to keep the lights on in Kharkiv; doing the same thing inside the same box is not obviously going to fix that. The Élysée's decision to step outside it is the admission that the box has limits.

What remains unclear is the participant list beyond the headline number. The Élysée announcement, as it travelled through the three Telegram channels that carried it on 13 July, names Ukraine and "nine other European countries" but does not enumerate them. The same channels do not specify which interceptor families, sensor packages or command-and-control standards the coalition will converge on.
