What is unfolding in the Sea of Azov is not a tactical sideshow. It is the first sustained physical attack by Ukraine on the civilian-industrial infrastructure that lets Russia monetise its own sanctions regime, and the footage now circulating is the first visual confirmation that those strikes are landing, consecutively, on the same body of water. The shadow fleet is the channel through which Russian crude, oil products and stolen Ukrainian grain reach buyers willing to ignore the G7 price cap and the EU's import ban. The geography matters. The Sea of Azov is shallow, narrow, and almost entirely enclosed. It connects to the Black Sea only through the narrow Strait of Kerch, which has been spanned by the Kerch Bridge since 2018. A tanker ablaze in the Azov cannot easily steam out to open water; its options are to ground, to be towed, or to burn where it lies. A port that processes even a single day's worth of disrupted loadings feels it for weeks, because cargoes reroute, insurance reprices, and the next captain asks for hazard pay.
The shadow fleet, in plain terms

The second is unlikely in this case because the geographic specificity, the multiple camera angles and the cross-channel corroboration (WarTranslated, noel_reports, ButusovPlus, exilenova_plus all posting within ninety minutes) make a coordinated hoax implausible. The third is the most credible counter-frame: shadow-fleet operators have, until now, priced in losses of one or two vessels per quarter, and four burning tankers in one basin in four days, while uncomfortable, may not break the model. The argument for a more consequential read rests on insurance: hull and protection-and-indemnity cover for tankers in the Azov is already a thin market, and four days of fires is exactly the kind of clustered event that triggers reinsurance withdrawal. What the Azov is, structurally
The Sea of Azov is a small, warm, shallow basin, no more than 360 kilometres across at its widest. The Russian counter-frame, when it surfaces on state media, is that Ukraine is striking civilian infrastructure and endangering the crews of neutral-flag vessels. The first half of that claim is, in the technical sense of the sanctions regime, correct: the tankers are not military targets under the law of armed conflict, and the crews are non-combatants. The second half is harder to sustain, because the crews of shadow-fleet vessels operating from Russian ports in a declared war zone are unlikely to be classified as neutrals by any court that takes the broader context seriously.
