The document, summarised that day by Epoch Times, is the committee's latest bid to anchor its legislative agenda around the contest with Beijing and to harden export controls on the kind of know-how that powers both warheads and civilian reactors.
The committee's underlying argument is straightforward: Beijing's civil-nuclear build-out, its hypersonic and space programmes, and its push into advanced computing all depend on inputs the United States once assumed were safely inside its own perimeter. The committee contends that assumption is now retired, and that the institutional response (vetting of researchers, restrictions on contracts with named entities, expanded counterintelligence budgets) is overdue.
What the report actually claims
According to the Epoch Times summary of the committee's findings, the document catalogues a series of recruitment and acquisition incidents across US national laboratories, universities, and defence contractors over roughly two decades. The report groups these incidents under a single operational umbrella: a coordinated effort to obtain weapons-relevant data, including design information for thermonuclear components, stealth materials, and the simulation codes used to certify warhead stockpiles. That is the framing. Beijing's counter-narrative

First, Beijing denies the existence of any state-directed acquisition programme targeting US nuclear secrets, calling such allegations fabrication. Second, it points to its own record of cooperation with the International Atomic Energy Agency and to the openness of its civilian nuclear facilities to international inspection as evidence that its programme is conventional in character. Third, it recasts the US narrative as a pretext for industrial decoupling: a way for Washington to slow China's climb in advanced energy and dual-use sectors that the United States itself once dominated.
Each of those three points deserves a hearing rather than a dismissal. The IAEA has certified that China's civilian reactors operate under safeguards, and the country is the world's largest builder of new nuclear capacity by a wide margin. The structural suspicion about decoupling is harder to wave away: the same congressional constituencies now demanding tighter controls on technology transfer to China have, over the past decade, also pushed hard to onshore semiconductor fabrication, battery supply chains, and pharmaceutical active-ingredient production, all framed in terms of national security. From the Chinese government's perspective, those programmes are nation-building; from the committee's perspective, they are acquisition. Both descriptions can be true at the same time, and the report's force depends on whether one believes the targeting was deliberately aimed at restricted technology rather than at competence broadly.
What it changes, and what it doesn't
The immediate operational effect of the report is modest. Export-licensing officers at the Department of Energy and the Department of Commerce already treat the categories of technology described in the report with heightened scrutiny; university research administrators have spent the last three years tightening disclosure rules for foreign funding. The committee's real target is the legislative calendar: it is asking for votes on a package of measures that would, among other things, expand the scope of deemed-export restrictions, mandate specific reporting by national laboratories on foreign-collaboration incidents, and create a new criminal offence for certain transfers of controlled nuclear information.
What the report does not do is change the underlying reality that China builds reactors and the United States largely does not, that fusion research on both sides of the Pacific depends on shared scientific communities, and that the talent pipeline in advanced nuclear engineering is global rather than national. Closing the front door on dual-use transfers without an industrial policy that builds the equivalent capacity domestically is, as several former Energy Department officials have noted in adjacent hearings, a defensive move that concedes the competitive terrain. What remains genuinely contested
Two facts are not in dispute: Beijing has sought to modernise its nuclear and strategic forces at a pace that has surprised Western intelligence agencies, and a non-trivial number of US researchers have been convicted or charged in the past five years with transmitting controlled technology to Chinese entities. The contested terrain is the scale of the state-directed component, and whether the policy response is calibrated to the actual leakage or to a wider political project of decoupling. The committee's report tilts firmly toward the second reading; Beijing's statements tilt just as firmly toward the first.
