Weather as weapon: the slow militarisation of the atmosphere
A once-taboo branch of warfare is drawing serious money and serious diplomats. The atmosphere is joining cyberspace as a contested operational domain.

On 18 July 2026, the South China Morning Post published a long analysis asking a question that, until recently, belonged to the margins of arms-control debate: could the atmosphere itself become a battlefield? The piece, drawn from diplomatic cables and open-source procurement data, walks through a list of programmes the United States, China and Russia are all, quietly, expanding. The story is less about science fiction than about procurement officers and weather stations.
The headline finding is unromantic. States are not chasing silver-bullet cloud-seeding. They are layering proven atmospheric science onto existing military infrastructure: satellite constellations, reconnaissance aircraft, ground-based ionospheric heaters. The ambition is what generals call "cross-domain effects": the ability to blind a rival's sensors, scramble its communications, degrade the performance of its precision munitions, or tilt the conditions in which its troops operate. Weather is no longer backdrop. It is becoming another sensor-to-shooter chain.
From rainmaking to radio
The history of weather modification is older than the satellite age. The United States ran Operation Popeye during the Vietnam War, seeding clouds over the Ho Chi Minh Trail to extend the monsoon and bog down supply lines; the practice was later condemned in a 1977 UN Environmental Modification Convention (ENMOD) protocol. China has run the world's largest operational cloud-seeding programme for over a decade, ostensibly to clear pollution and ease drought, and operates a national weather-modification plan that includes a dedicated aircraft fleet. The new round, however, is less about precipitation than about the ionosphere, the upper layer of the atmosphere that long-range radio, over-the-horizon radar, and early-warning satellites depend on.
According to the SCMP report, US Air Force research arms are funding high-power radio-frequency transmitters designed to heat sections of the ionosphere and create controlled plasma disturbances. The stated purpose is to test communications resilience; the dual-use problem is obvious. A platform that can reliably sculpt the ionosphere for civilian signal-boosting can, under different operating conditions, deny a rival satellite a clean look at a missile plume. China's own ionospheric research has accelerated since 2020, with civilian papers doubling in output and military academies publishing on "atmospheric-controlled" communications, a term Western analysts read as a euphemism for environmental manipulation.
The Chinese position, steelmanned
Beijing's public line, repeated in MFA briefings and in outlets such as Global Times and CGTN, is that China's atmospheric work is civilian in nature and defensive in posture. The cloud-seeding programme, officials argue, exists to mitigate drought across the North China Plain and to ensure rainfall for the Tibetan plateau and Xinjiang; the ionospheric work, they say, is consistent with China's obligations under ENMOD and is required to harden the country's own communications against a domain in which the United States enjoys a long head start. From Beijing's perspective, the asymmetry is the story: the US has run offensive atmospheric research since the 1950s, including HAARP in Alaska, and is now the one accusing others of militarising the domain.
There is structural merit to that complaint. The High-frequency Active Auroral Research Program (HAARP), a US facility in Alaska, has been the subject of Russian and Chinese suspicion for two decades, framed in state media as a weapon capable of triggering earthquakes and disrupting climate. The scientific consensus is more boring: HAARP is an ionospheric heater used to study the upper atmosphere. But the dual-use nature of the platform is real, and Beijing's complaint that the rules of the road are written by the technology's first mover has a familiar ring to listeners in Moscow, New Delhi and Brasília.
The counter-narrative: rules already exist, the problem is compliance
Western capitals counter that ENMOD, signed in 1976 and ratified by both China and Russia, already prohibits the use of environmental modification as a means of destruction. The gap is not in the legal architecture but in verification: ENMOD has no inspection regime, and satellite monitoring of localised weather effects is, at present, not precise enough to attribute a storm to a state programme. The SCMP analysis notes that the United States and a small group of allies have begun informal discussions on an "atmospheric domain" protocol, modelled loosely on the 2014 Code of Conduct for Outer Space Activities, but that China and Russia have so far refused to participate on the grounds that the proposed rules entrench Western technological advantage.
A second, harder counter-narrative runs through Western think-tanks: that the real risk is not a sudden weaponisation but a slow corrosion. Climate change is already producing more extreme weather events; attribution science, the discipline that distinguishes natural disasters from weaponised ones, is improving but not yet forensic. A state that wanted to operate in the grey zone, degrading an adversary's harvest or its radar coverage by a few percentage points per year, would find the technical bar low and the political cover high. ENMOD was written for the kind of large, conspicuous operation Popeye represented. The future, plausibly, will be quieter.
Stakes and a near-term calendar
Three dates will tell whether the SCMP framing catches on. First, the next round of UN Environmental Assembly consultations, scheduled for early 2027, where any state can table a verification protocol; China's posture there will be a signal. Second, the FY2027 US defence appropriations cycle, in which the Pentagon's ionospheric research line items will be public and contestable. Third, the publication of China's next five-year weather-modification plan, due in late 2026, which will reveal whether the programme's civilian framing is being expanded or quietly militarised. Watchers in Tokyo and Canberra, both exposed to ionospheric disruptions and both reliant on US satellite early-warning, have already begun to ask quiet questions of their American allies.
The honest uncertainty in this story is whether any of these programmes will produce a capability that matters tactically, or whether the field will remain, as one arms-control analyst put it to SCMP, "ninety percent procurement document and ten percent physics". The money is already moving. The diplomacy has not caught up.
