That legal vacuum is the structural point. There is no international treaty equivalent to the conventions governing aviation over the high seas. Cable protection is, in practice, a flag-state responsibility enforced unevenly. A deliberate attack on a subsea cable in peacetime is criminalised under the UN Convention on the Law of the Sea. A deliberate attack in wartime is, in plain language, the kind of thing belligerents have done before. Why this front is hard to defend
The physical defence problem is also a geography problem. Cable damage is a slow-moving, deniable, technically simple form of retaliation that hits the Gulf monarchies' economies harder than it hits Iran's.
