What is missing is a standing mechanism for cross-border resource transfers during smoke events: pre-cleared air-quality mutual aid, joint modelling with public dashboards, and a fund that underwrites the marginal cost of indoor air filtration in schools and elder-care facilities on both sides of the line. Each of these exists in some form in domestic policy. None has been stitched into a binational instrument that activates automatically when the ceiling drops.
The indoor air divide

Canadian boreal management is more than firefighting; it is also a question of Indigenous-led stewardship and of the provincial land-use plans that determine how much of the combustible landscape is allowed to accumulate. The smoke event in New York is downstream of decisions made in Quebec City, Toronto and Ottawa, and it is also downstream of choices about which voices are at the table when those decisions are made. A hemispheric response that treats Canadian forests as an inert backdrop to the plume misses the politics of the forest itself.
Third, the adaptation question. The 2023 and 2024 episodes were treated as emergencies. The 2026 episode is, more accurately, an instalment. The city that continues to treat recurring smoke as a series of discrete disasters will continue to respond the same way each time: late, expensively, and unevenly. The question is not whether the smoke will come back next year. It is what New York builds in the months when the air is clear, so that the next ceiling drop does not become the next crisis.
