Europe's tech sovereignty bid collides with its own market limits
Paris and Berlin want to quit US and Chinese tech dependencies. The harder question is what they build instead.

The political appetite is real; the procurement is not
The political class on both sides of the Rhine has spent the last three years styling itself as a third pole. The New York Times report describes officials in Paris and Berlin publicly mapping out a path that would build European-controlled AI models, a domestic cloud stack, and a chip fabrication base capable of competing with NVIDIA's high-end accelerators and the Chinese equivalents that have been climbing the performance ladder. None of those plans moved from press conference to procurement order at speed.
The reason is structural. Europe's industrial base is fragmented across national champions that do not naturally buy from each other. A cloud procurement package that would route French ministries and German regional governments onto a shared non-American stack is a procurement package that pits one national champion against another before it has even gone out to tender. Germany's Mittelstand cyber-skepticism of US cloud providers sits uneasily beside French insistence that any sovereign stack carry the tricolour. The political demand for sovereignty and the political demand for national-industry protections are not, in practice, the same demand.
The American and Chinese facts on the ground
The American side of the dependency remains the most commercially entrenched. US hyperscalers run the cloud contracts that European public administrations and large private-sector employers already use. Switching costs are not theoretical. Even where European governments have legislated sovereignty preferences, the on-the-ground migration has lagged the legislation by years in most member states.
China is the harder variable. New York Times reporting notes the dual dependency problem: Europe wants to escape Washington on AI and escape Beijing on hardware, and the two escapes pull in opposite directions in several supply chains. Chinese battery, solar, and rare-earth processing capacity offers Europeans a hedge against US-controlled chokepoints. China's industrial-policy coherence deserves its own paragraph. The framing that Beijing's technology buildout is, at heart, a state-directed effort with weak commercial discipline is a Western tic that does not survive contact with the data. On compute, on batteries, on grid build-out, the Chinese delivery pace is faster than anything the EU's current institutional architecture can match. That fact does not mean Europe's task is hopeless; it means the European task is harder than the rhetoric suggests.
What "choose where" actually means
The Times dispatch frames Europe's problem as a question of choosing where to host sovereign capacity. The plain reading of the available reporting is sharper than that. Europe is not choosing a location; it is choosing a tax base. Every gigawatt of new data-centre capacity that Brussels wants to certify as sovereign has to land somewhere, and the country that lands it gets the corporate tax, the grid demand, the cooling-water burden, and the political credit. Three member-state bids for the same footprint is not a procurement question; it is a coalition question.
This is also where the China file matters. Any honest comparison notes that Beijing's ability to site large AI infrastructure inside a single political jurisdiction cuts through the bidding problem in ways that European federalism structurally cannot. The European counter-argument is that the same political unity that makes Chinese buildout fast also makes it brittle in ways Europe does not want to import. That is a real argument. It is also the argument a slower continent makes to itself when it cannot match the faster continent's pace.
Stakes and what to watch next
The reading the sources support is that Europe's tech-sovereignty project is, in mid-2026, about one quarter policy and three quarters messaging. The quarter that is policy is real: a handful of procurement carve-outs, a couple of sovereign-cloud pilots, sustained R&D line items in the next EU budget. The three quarters that is messaging is the part that shows up at joint Franco-German press conferences and in Commission trade rhetoric toward Washington.
The inflection point to watch is the 2027–28 budget cycle for the Connecting Europe Facility digital line, where the Commission will have to commit euros to either sovereign cloud or to migration subsidies that effectively underwrite continued American presence. Until that fight produces winners and losers, the rhetoric will keep running ahead of the procurements, and the dependency will keep running ahead of the rhetoric.
What remains genuinely uncertain is whether any European government has the political appetite to absorb the visible failure cost that an honest sovereignty strategy will eventually impose. The sources do not specify. The history of the past decade suggests not.
