A pensioner in a top-floor flat with windows that open 15 centimetres is not a population with agency. He or she is a fixed point in a thermal system that has been designed for a country that no longer exists.
The forward view
The summer of 2026 is not, on present trajectory, the worst the UK will see in this decade. The study's authors expect the deaths calculation for July and August to grow as those weeks are processed through the same excess-mortality machinery. The political question is whether the 2,700 read as a one-off shock to be weathered or as a baseline to be re-engineered against.
The next obvious data point is the autumn budget cycle, where adaptation funding is either protected or absorbed. The longer one is whether the building regulations governing overheating in new homes, under consultation in various forms since the 2021 heatwave, finally cross into statute with standards that bite. Until they do, the UK will keep counting heat deaths in excess of its neighbours, and the count will correlate more closely with housing tenure than with weather.
