More than 260,000 people have been evacuated in northeastern China as Typhoon Bavi, the strongest storm to hit the mainland this year, pushes floodwater through Liaoning and sends a navigational buoy drifting downstream.

A navigational buoy, the kind that normally rides its anchor in a fixed channel and blinks at passing ships, broke free of its mooring on 14 July 2026 and began drifting with floodwater through China's northeastern Liaoning province, according to videos circulating on social media. Reuters reported the footage, which shows the steel-hulled beacon slewing across swollen water that has already pushed more than 260,000 people out of their homes. The drifting buoy is the most photogenic artefact of a much larger event: Typhoon Bavi, the most powerful storm to strike mainland China so far this year, has settled over the country's industrial northeast and is still dumping rain.
The pattern that produced this scene is the familiar one of a western Pacific cyclone recurving into the Yellow Sea and making landfall where the coastline is dense with ports, refineries and ageing drainage. What is unusual is the volume of water, and the speed with which authorities have moved to clear the floodplain. The evacuation tally, above a quarter of a million people in a single province, is the kind of figure that reads as abstract until one starts mapping it onto Liaoning's prefecture-level cities. A province that hosts much of China's old heavy-industry base, including the petrochemical complexes around Dalian and the steelworks of Anshan, is now a hydrology problem first and an industrial problem second.
A storm that the forecasters saw coming
Bavi tracked north-northeast through the Yellow Sea over the weekend, gathering strength over unusually warm surface waters before curving inland. The Joint Typhoon Warning Center and China's National Meteorological Center had flagged the system for several days; by the time it came ashore the question was no longer whether Liaoning would take a hit but how much rain the slow-moving system would unload before it spun itself out. The province's catchments were already saturated by an unusually wet July, and the ground had little left to absorb. Rainfall totals in the southern prefectures are reported at multiples of the monthly average, though the sources do not specify a single province-wide figure.
The operational answer has been old-fashioned and large-scale. Local authorities pre-positioned rescue teams, opened shelters in schools and government buildings, and issued mandatory evacuation orders in low-lying districts. The 260,000-person displacement figure is the headline number from the official count; in practice, the number of people whose lives have been disrupted by closed roads, suspended rail service and power cuts is several times that. Reuters's reporting on the buoy drew on the same social-video pipeline that has documented the wider flooding: phone footage of submerged streets, of rescue boats working avenues that were highways a day earlier, of the lighthouse beacon still flashing as it slid past somebody's back garden.
The structural backdrop: a coastline built for industry, not for rain
Liaoning is a useful case study in the trade-offs of China's coastal development model. The province's Bohai Rim cities have spent two decades packing refineries, shipyards, petrochemical plants and container terminals onto low-lying land reclaimed from the sea. That model delivered extraordinary productive capacity. It also produces a coastline where the assets most worth protecting are the ones most exposed to a storm surge, and where the impervious surface ratio is high enough that even moderate rainfall runs off rather than soaking in. Western wire coverage tends to frame such scenes as evidence of climate vulnerability, which is fair enough. The structural point is older than the climate point: this is what a particular kind of intensive industrial coastal development looks like when the weather turns.
The Chinese state's response, judged on the metric of speed and scale, is not what the framing of "climate-vulnerable China" usually implies. Mandatory evacuation at this scale, with shelter, food and medical provision, is a logistics operation that only a small number of governments in the world can mount on 24 hours' notice. The counter-frame, common in Anglophone media, is that the same centralised apparatus also suppresses inconvenient numbers when they are politically inconvenient. Both can be true. The 260,000 figure is an official figure; the real number affected is higher, and the casualty count, which authorities have not yet published, will be the test of how candid the eventual accounting is.
What the wire is showing, and what it is not
The Reuters dispatches from 14 July, supplemented by user-generated video on X and Weibo, are doing two jobs at once. They are the early-warning system: footage that allows journalists outside the affected zone to confirm a flood is happening before official channels are fully updated. They are also, because social platforms compress and re-label, the place where rumours travel fastest. The drifting lighthouse is a vivid case. The buoy is real; the videos are real; the implication that this is somehow symbolic of state neglect is the part the reader has to discount. A steel buoy on a flooded river is a storm story, not a politics story, no matter how many times it is captioned as one.
What the open sources do not yet say is the more important thing. The full extent of damage to the Shenyang-Dalian industrial corridor, the status of the province's offshore oil and gas platforms, the disruption to rail freight to the Russian border, and the eventual casualty count are all still pending. Liaoning's ports feed both the domestic Northeast economy and the rail connections to North Korea and the Russian Far East; a multi-day closure of port operations is not just a local story. Readers watching the buoy footage should hold a second thought: the interesting number is not the displaced population, which is the figure we already have, but the one we don't yet, which is the bill.
Stakes, and the storm still to come
Typhoon Bavi is still over the province. Rainfall is expected to persist, and the hydrological response of a saturated catchment is to keep producing flood peaks for 24 to 48 hours after the rain has tapered off. The next 72 hours are when the dam managers will earn their pay, when the embankments that held in the first pulse will be tested in the second, and when the casualty figures, which are always lowest in the first 24 hours of a flood of this size, will start to firm up.
The larger pattern is also worth naming. The western Pacific typhoon belt is producing more rainfall per landfall than the historical baseline, and the coastline it lands on is more built-up than at any point in history. China has the response capacity to evacuate a quarter of a million people in a single day. It does not, yet, have a way to make the coastline less vulnerable to the next storm of this size. The lighthouse, still blinking, will eventually be recovered. The question of where to put the next one is the one the planners in Shenyang will be asking long after Bavi is downgraded.
