Birol: Europe is moving too slowly off imported fossil fuels
The IEA chief's blunt diagnosis lands as European capitals debate how to translate the post-2022 energy-shock response into a permanent cut in import dependence.

Fatih Birol did not mince words on 11 July 2026. Asked to identify Europe's biggest energy-policy error of the past four years, the executive director of the International Energy Agency pointed to the slow pace at which the continent has rewritten its underlying demand for imported fossil fuels. The verdict, delivered on the record and carried by the X account sprinterpress, lands in a moment when the European energy conversation has shifted from the acute shock of 2022 to a slower, more durable question: how much of the import bill does Europe actually intend to retire, and on what timetable.
The IEA's top official argues that the bloc mis-spent the energy crisis it survived. The pattern is familiar in industrial-policy debates: governments that once treated efficiency and electrification as long-cycle, climate-driven priorities now confront them as immediate, security-of-supply priorities. The post-2022 toolkit worked. Wholesale gas prices fell, demand contracted, renewables hit record build-out rates. What it has not done, in Birol's reading, is permanently shrink the structural dependence on molecules shipped in from outside the Union's borders. The dependence is smaller than it was; it is not small.
What the shock actually changed
The 2022 episode forced Europe's political class to act in days what climate policy had tried and failed to accomplish in decades. Industrial demand responded to a price signal that would have been politically impossible to engineer deliberately. Gas-intensive chemicals, fertilisers, and ceramics cut output. Households turned down thermostats and pulled forward heat-pump purchases. Power-sector gas burn collapsed into a margin role as coal-to-wind-and-solar displacement accelerated.
That adjustment bought time. By 2025, the bloc had rebuilt storage, secured new LNG supplier diversity, and stabilised household bills through policy intervention. The question Birol's comment reopens is whether the continent treats those three and a half years as the end of a crisis or the start of a rewrite. A continent that filled emergency storage and signed long-term LNG contracts has, again, anchored a sizable share of its future energy mix to imports. The arithmetic of that anchoring is what his critique points at.
The demand side is where Europe keeps losing
Wind and solar additions in Europe have been historically strong. Heat-pump sales outpaced gas-burner installations across several member states. Yet electricity's share of final energy consumption has inched upward rather than stepped. Industrial process heat remains stubbornly gas-fuelled in chemicals, refining, and parts of food processing. Road transport has electrified faster than shipping, rail freight, or heavy industry.
The structural problem isn't generation, on this reading, but consumption. Europe's industrial base runs on the assumption that imported molecules are available at a price set by global markets and delivered through pipelines or terminals the bloc itself does not own. Every policy lever that addresses supply, renewables build-out, hydrogen subsidies, interconnection, has been pulled relatively hard. The levers that address the underlying assumption, building codes, industrial heat decarbonisation, grid expansion, the cost-shifting of moving a chemical plant off gas, have been pulled more gently.
This is where Birol's diagnosis has bite. A continent that builds renewables on top of its existing demand curve is, in a sense, making the import problem more expensive, not less. Until the underlying demand curve bends, each new megawatt of clean generation runs alongside, not against, an underlying dependence on foreign molecules. A more honest framework treats efficiency and demand substitution as the principal measure of energy security, not as the supporting policy. The IEA has been pushing that framing for at least a decade. Its chief's reading in July 2026 is that European policymakers still don't quite hear it.
What a serious acceleration would look like
Concretely: faster permitting for high-voltage transmission, so wind from the North Sea can displace gas-fired peaking plants in central Europe. Mandatory heat-pump rollout in renovations using public funds, not just subsidies. Industrial heat decarbonisation contracts that pay operators to switch feedstock at a known price, modelled on the hydrogen bank concept but directed at chemicals and refining. A revision of how member states account for energy security in their national energy and climate plans, so reduction of fossil import dependence carries the same weight as capacity addition.
None of this is unworkable. All of it requires political coordination that has so far been easier to promise than to deliver. The same capitals that signed the REPowerEU package in 2022 now must decide whether the package was a destination or an opening move. Birol's comment reads as a reminder that the destination, an energy system whose security no longer requires a permanent rental of foreign molecules, is still being negotiated.
Stakes, and what remains genuinely uncertain
The stakes are concrete. European households still carry the residual cost of shielding measures in their utility bills. European industry still competes with US producers on cheap gas and with Chinese producers on subsidised electricity. A faster run at reducing import dependence through demand-side measures carries lower per-unit-cost political risk than fresh infrastructure projects: heat-pump retrofits pay back into local labour markets, transmission lines pay back into regional economic integration. The economic case for acceleration is at least as strong as the climate case.
What remains genuinely uncertain is whether Birol's diagnosis, framed bluntly, moves member-state behaviour. The same EU institutions whose crisis response he is grading on a curve still control the timing of the next generation of demand-side rules. Member states retain vetoes over national-level industrial subsidies. The IEA can identify the gap. Closing it is a political task the bloc has so far preferred to defer. The 11 July remark reads less as a forecast than as a request for a deadline.
