France's squad is being constructed around a core that expects Mbappé, now 27, to function as he did at 19, when he announced himself at the 2018 World Cup as a teenager. Portugal's announced composition treats Cristiano Ronaldo's role as settled fact rather than selection debate. The United States, under Mauricio Pochettino, is set to reveal a 26-man group at a New York event, with reports indicating that Gio Reyna will be included and Diego Luna will not, a different kind of wildcard call, one that gambles on maturity over recent minutes.

The Iran federation has meanwhile confirmed it will base its team in Tijuana, Mexico, rather than the originally planned Arizona camp, after FIFA approved the switch following what federation president Mehdi Taj described as unresolved visa concerns. The Democratic Republic of Congo squad has been told to isolate for 21 days before entry to the United States because of the ongoing Ebola outbreak. Logistics, not just form, are reshaping who turns up in shape.

Tuchel's Toney call is best read against that backdrop. He is not picking the in-form English striker. He is picking the striker whose profile, age, and personality fit a tournament format that punishes thin squads. It is the kind of bet that looks obvious in the group stage and either vindicated or fatal by the quarter-finals.

Nineteen days from kickoff, with most of the major federations finalising their groups, the Toney selection is the first public clue that elite international football is rewriting its squad-composition playbook in real time. Whether the rewrite holds will be decided on pitches in Dallas, Miami, and Monterrey, not in press conference rooms.
